In 1998, the International Law Commission completed its establishment of a permanent International Criminal Court, or the ICC. Its first warrants were issued a few years ago. Many of the laws are started by agreements or treaties formed after an event and upheld by the ICC or local tribunal. The U. S.'s own civil war inspired a national code of conduct for soldiers after people witnessed the awful things that took place in its duration.
The United Nations group of today is a huge contributor to the success of trying and punishing international wrong-doers. A physical punishment may be imposed on the leader of a rebel force, as well as a monetary compensation that may incorporate the whole country in some cases. However, though many countries are against the cruel acts that may be done, most are not strong enough to follow through with such punishments.
