Governors join White House to fight automatic cuts

WASHINGTON (AP) ? Governors from both parties are warning of the damaging economic impact if the White House and Congress fail to reach a deal to stave off across-the-board spending cuts set to take effect Friday.

"It's senseless and it doesn't need to happen," said Gov. Martin O'Malley, D-Md., during the annual meeting of the National Governors Association this weekend.

"And it's a damn shame, because we've actually had the fastest rate of jobs recovery of any state in our region. And this really threatens to hurt a lot of families in our state and kind of flat line our job growth for the next several months."

Some governors were pessimistic about the prospects for a compromise. They said the budget impasse was just the latest crisis in Washington that is keeping business from hiring and undermining the ability of governors to develop state spending plans.

"I've not given up hope, but we're going to be prepared for whatever comes," said Gov. Brian Sandoval, R-Nev. "There will be consequences for our state."

The White House booked several Cabinet secretaries on the Sunday talk shows to detail the potential impact of the spending cuts on the public, from airports to classrooms.

The administration is bracing the country for widespread flight delays, shuttered airports, off-limit seashores and hundreds of thousands of furloughed employees.

Transportation Secretary Ray LaHood said travelers could face delays because the Federal Aviation Administration is in line for $600 million in spending cuts.

"We're going to try and cut as much as we possibly can out of contracts and other things that we do," LaHood told CNN's "State of the Union." ''But in the end, there has to be some kind of furlough of air traffic controllers, and that then will also begin to curtail or eliminate the opportunity for them to guide planes in and out of airports."

There are fewer signs of urgency among congressional leaders, who have recently indicated their willingness to let the cuts take effect and stay in place for weeks, if not much longer.

The cuts would trim $85 billion in domestic and defense spending, leading to furloughs for hundreds of thousands of workers at the Transportation Department, Defense Department and elsewhere.

Defense Secretary Leon Panetta has said the cuts would harm the readiness of U.S. fighting forces.

Obama has not been able to find success for his approach of reducing deficits through a combination of targeted savings and tax increases. House Republicans have said reduced spending needs to be the focus and have rejected the president's demand to include higher taxes as part of a compromise.

WASHINGTON (AP) ? With the deadline for action less than a week away, exasperated governors are joining a White House push to intensify pressure on Congress to prevent a looming budget crisis.

Both Democrat and Republican chief executives, gathered in Washington for the National Governors Association annual meeting, warned of widespread economic fallout should Washington lawmakers fail to reach an 11th-hour compromise.

"It's senseless and it doesn't need to happen," Maryland Gov. Martin O'Malley, a Democrat, said Saturday. "And it's a damn shame, because we've actually had the fastest rate of jobs recovery of any state in our region. And this really threatens to hurt a lot of families in our state and kind of flat line our job growth for the next several months."

Indeed, some governors expressed pessimism that both sides could find a way to avoid the automatic spending cuts set to begin March 1, pointing to the impasse as another crisis between the White House and Congress that spooks businesses from hiring and hampers their ability to construct state spending plans.

"I've not given up hope, but we're going to be prepared for whatever comes," said Nevada Gov. Brian Sandoval, a Republican. "There will be consequences for our state."

White House officials are scheduled to join several governors on Sunday morning television shows, where they're expected to continue a public education campaign designed to outline the real consequences of inaction. Members of President Barack Obama's Cabinet in recent days warned of widespread flight delays, shuttered airports, off-limit seashores and hundreds of thousands of furloughed employees spread across dozens of states.

Bekaa residents protest over Syria-bound oil trucks

BEIRUT: Eleven Syrian tanker trucks loaded fuel Saturday morning from a gas station in Karantina, Beirut, as protestors in the Bekaa threatened to block their way to the border, security sources told The Daily Star.

Hundreds of residents, as well as a group of Muslim scholars and preachers, gathered at the entrance of the Bekaa town of Deir Zannoun in east Lebanon, holding flags of the Syrian revolution.

They vowed to block the road leading to the Masnaa border crossing and prevent the passage of the tankers once they reach the borders.

Similar protests broke out earlier this month in North Lebanon as residents blocked the way of trucks heading to the Arida border crossing.

Protesters say that they are against such trucks entering Syria because the fuel they load from Lebanon will go to the Syrian regime to help kill its people.

Lebanon?s Energy Ministry earlier denied that state refineries were exporting kerosene and red diesel to the war-torn country.

In a statement issue last week, the ministry described reports of oil and fuel smuggling into Syria as fabrications for purely political objectives.

Some oil companies have said that Lebanon has been exporting large volumes of fuel oil to Syria, noting that most of these shipments were being used by the Syrian army.

The companies have warned that such sales could anger the international community, which could apply sanctions on Lebanon and Lebanese banks.

But some legal experts have argued that the sales are legal as the Security Council has not prohibited Lebanon or any other country from conducting such business with the Syrian regime.

Donovan speaks publicly for 1st time in?2 months

Ah, citizen journalism. It can change the world, as we know.

Clearly, Landon Donovan?s words spoken to a USC business class Wednesday are not somehow historic in the way, say, the citizen journalist?s pictures that showed Rodney King?s brutal beating were, or the vital chronicles of the Arab Spring.

But for soccer supporters, this represents the first we?ve heard from Donovan since the moments after his LA Galaxy won MLS Cup last December.

Donovan appeared in a regular University of Southern California forum called ?The Competitive Edge.?? A student identified on Twitter as Jesse Xiao went to the social media forum to alert the world that, among other things, Donovan did want to get back into the national team.

Have a nice day, Jurgen Klinsmann! That should put a little more pep in his step.

Donovan has taken time off since MLS Cup; he recently announced through the Galaxy a return to the MLS club set for late March.

While the quotes attributed to Donovan have yet to be corroborated, the U.S. national team and LA Galaxy all-time leading scorer has ample ability through either organization to disclaim the words attributed to him. Presumably, he would have by now if any were less than accurate.

Iraq gunmen kill 7 Sunni fighters, officials say

BAGHDAD (AP) ? Attackers disguised in military uniforms killed seven anti-al-Qaida militiamen in Iraq early on Friday as anti-government protests once again raged in Iraq's Sunni provinces.

The militiamen, members of the Sahwa group, were killed outside the town of Tuz Khormato, about 210 kilometers (130 miles) north Baghdad. Police said they were lured to a checkpoint where gunmen overpowered them, tied them up and executed each with a gunshot to the head.

Sahwa joined forces with U.S. troops to fight al-Qaida during the Iraq war. Ever since then, it has been a target for Sunni insurgents who consider its members to be traitors.

Elsewhere, in a northern suburb of Baghdad, a car bomb killed one civilian bystander and wounded three policemen when it hit a police convoy, police said. Hospital officials confirmed the casualties. All officials spoke on condition of anonymity because they are not authorized to brief reporters.

The killings happened hours before tens of thousands of Sunnis rallied in several cities to complain about perceived discrimination by the government of Prime Minister Nouri al-Maliki.

They renewed threats to march on the capital if the government continues to ignore their demands, echoing comments a prominent sheik, Ahmed Abu Risha, made to The Associated Press earlier this week.

"The people urged you (the government) to end the injustice and the discrimination, but we've only seen negligence and heard empty promises," Sunni cleric Mohammed Taha told the thousands-strong crowd at Friday prayers in the city of Samarra.

Taha's speech was interrupted several times by protesters who chanted "Baghdad we are coming to you" and "Baghdad will be returned to its people."

Organizers considered holding mass prayers in the capital last week but later backed off after government forces sealed off approaches to the city.

In the western cities of Fallujah and Ramadi ? former insurgent strongholds ? demonstrators as in past weeks poured onto the main highway to preform Friday noon prayers. In Mosul, thousands gathered in the northern city's main square.

For the past two months, Sunni Muslims have been protesting what they describe as unfair treatment by the country's Shiite-led government, extending concerns over rising sectarian tension in the country.

US-born mobile payment methods like PayPal Here and Square haven't had much traction in Europe, due in no small part to the continent's frequent reliance on chip-and-PIN credit cards over North America's (slowly outgoing) magnetic stripes. PayPal is getting around that technical barrier through the most direct method possible -- replacing the reader altogether. PayPal Here's UK deployment swaps out the triangular US reader for a considerably bulkier Bluetooth peripheral that takes the newer payment method. Other elements will be familiar to anyone who's used Here on an Android or iOS device in another country, minus the obligatory changes in currency. PayPal is partnering with a handful of UK businesses before launching Here on a wider scale in the summer -- not soon enough for some, but it might save a few Brits from scrounging through their wallets just to buy some ice cream.

(AP) ? As their mother lay dead in the middle of the night, a 4-year-old Oregon girl dragged her seriously injured younger sister from a crashed car and the two huddled under a blanket ? and waited.

With the mangled car stuck deep in the woods, and no skid marks on the highway, the crash site was nearly impossible to detect.

In fact, authorities estimate the sisters were alone in the frigid woods for several hours early Wednesday as many motorists drove past it.

The girls finally got help after two commercial fishermen spotted what appeared from a distance to be a basketball-sized gash in an alder tree along State Highway 401 between Astoria, Ore., and Naselle, Wash. Kraai McClure and Scott Beutler travel the two-lane road frequently, and had a gut feeling something was wrong.

The men slowed down, discussed the situation and decided to turn around and go take a look. McClure said he called 911 to see if there had been any reports of a wreck during the night. There weren't.

Beutler, who was a first responder when he lived in Mississippi, went into the brush and signaled McClure to alert authorities.

"I don't know exactly what told us to turn around, but I'm just really thankful we did," McClure said Thursday.

The men spotted the wrecked car a few hundred feet from the road. Nearby were the two young girls, scared and confused. "They could say their names but were totally in shock," McClure said.

The Washington State Patrol said the girls' mother, 26-year-old Jessica Rath of Astoria, probably was asleep when she veered off the road and struck the tree shortly after midnight. She died at the scene.

McClure and Beutler discovered the crash site around 8:30 a.m.

The 2-year-old, who had serious leg injuries, was flown to a Portland hospital. The 4-year-old was treated at an Astoria hospital and released.

An Oregon Health & Science University spokeswoman confirmed that the younger sister, Lylah Huff, was at Doernbecher Children's Hospital. The girls' father, Keaton Huff, declined interview requests Thursday and asked the hospital not to release his daughter's condition.

Trooper Russ Winger said investigators believe the 4-year-old, Aryanna Huff, pulled her sister from the vehicle and helped her to a spot about 20 feet away, where the fishermen found them. Winger said keeping warm with the blanket was vital with temperatures in the low 40s.

"Hypothermia sets in very quickly with something like that," Winger said. "They could have very well not been found and died of exposure."

Winger described the fishermen as heroes for acting on their hunch. McClure, however, gave the credit to Aryanna for helping Lylah out of the car and keeping her warm.

"She saved her sister," McClure said. "She was sharp enough. I don't know how she did it or anything else, but something was watching over those little girls."

"It was amazing that the little 4-year-old ? I have a little 4-year-old, too, she's almost 5 ? was able to get her little sister out and do that," he added. "It just blows my mind that she could do that in that situation. I don't know if she waited until morning, when they could see, but, you know, it just makes me want to cry."

Winger said investigators have yet to determine how fast Rath was driving, or whether there were any other factors in the crash. The crime blotter in the Jan. 26 edition of The Longview Daily News indicates Rath was sentenced to 10 days in jail for heroin possession and third-degree theft.

Aberdeen city centre is in line for a new noodle bar restaurant.

Aberdeen City Council's Development Management Sub-committee unanimously approved the application for the property which previously housed the Jaeger store at the west end of Union Street.

The committee heard that the restaurant, which will also offer a take-away facility, will be open from 11am until 11pm, but would be busiest at lunchtime.

Germany: Tighter controls needed on meat products

BERLIN (AP) ? German officials on Monday vowed tighter controls on meat products and stronger penalties for companies that violate food-labeling rules as more items marketed as "all beef" were pulled from supermarket shelves after testing positive for horse meat.

Germany, Europe's largest economy, is one of several countries across the continent investigating the improper use of horsemeat and mislabeling of meat products in a still-unfolding scandal.

Consumer Protection Minister Ilse Aigner and her state counterparts announced a 10-point plan seeking to allay Germans' fears after five national supermarkets recalled lasagna, chili, tortellini and goulash ? all with traces of horse meat. Most recently, German discount supermarket Lidl on Monday said it had recalled Combino brand "Beef Tortelloni," sold at its stores in Austria, after tests showed it contained horse meat.

Aigner said Germany will step up testing and look for any meat not clearly noted on the label ? not just horse. "I can't say this is the end," she told reporters. "We have to count on other cases being discovered."

In addition to implementing a European Union action plan on testing meat products, some of Germany's other plans include making sure consumers are more quickly informed as soon as a company has detected that its product may be mislabeled, and facilitating better information flow between state and federal agencies.

Horse meat has turned up across Europe in frozen supermarket meals such as burgers and lasagna, as well as in in beef pasta sauce, on restaurant menus, in school lunches and in hospital meals.

Millions of products were pulled from store shelves in Britain, Ireland, France, Spain, Germany, Denmark, Finland, Sweden and Norway after the scandal broke, and supermarkets and food suppliers were told to test processed beef products for horse DNA.

European officials have said the scandal is the result of fraud, and possibly an international criminal conspiracy to pass off cheap horse meat as more expensive beef. And although officials say that eating horsemeat is not generally dangerous, the scandal has upset people in places where such meat traditionally is not eaten.

France agreed on Monday to partially restore the health certification of a meat seller at the heart of the uproar.

In a decision just ahead of a meeting between French government officials and workers at the Spanghero company, French Agriculture Minister Stephane Le Foll said he would allow it to resume production of ground meat, sausages and some cooked goods after inspectors found nothing amiss there over the weekend.

However, frozen goods to be sold and processed elsewhere, which were the center of questions over whether Spanghero officials deliberately passed off horse meat as beef, remain off limits for the company.

The French agriculture minister reiterated at a news conference the allegation of fraud at the plant in southern France ? but said the workers "aren't responsible." The government's final report is due Friday.

The director general of Spanghero, Olivier Gemin, expressed relief at the partial reopening of the plant, but noted in an interview with RTL radio that the scandal risks lasting damage for the company, which employs some 300 people. "Our company is still in great danger," he said.

Relief at the partial start-up was palpable among employees. "This is a big step, or we've climbed up the first step, I should say," Marc Adiveze said. "We now need to climb up the entire staircase. We need to restore consumer confidence."

The French government has said the chain of fraudulent meat sales reaches across 28 firms in 13 countries.

At least some of the horse meat originated at abattoirs in Romania, and was sent through a Cyprus-registered trader to a warehouse in the Netherlands. Spanghero bought the meat from the trader, then resold it to the French frozen food processor Comigel; it was then marketed in other countries.

On Monday, the Czech Republic said it was trying to confirm that nearly 15,000 packages of lasagna made by Comigel had horse meat. If confirmed, that would be the first time the scandal had spread to the country.

Germany also intends to rethink food labeling regulations so that consumers can be sure where products come from.

"We want to be as transparent as possible for the consumer," Aigner said.

Maintaining 21st Century Relationships Takes More than RomanceA new study suggest helping with the dishes, rather than giving roses, may be a better way to enhance a 21st century relationship.

While this may seem sacrilegious after Valentine?s Day, the new Open University study finds that the things that keep couples together often include small acts of compasssion.

Researchers discovered simple acts of kindness ranging from taking out the trash to bringing a cup of coffee to?bed, to telling someone they look good naked, are cited as relationship savers by the 4,000-plus adults in the UK who took part in the Enduring Love online survey.

Researchers say the results from the survey on couple relationships showed a whole host of ways that participants described how their partner makes them feel appreciated and loved, with simply saying ?thank you? and thoughtful gestures being prized most highly.

Participants also noted plenty of irritations they felt in their relationships. Grumbles such as snoring, noisy eating and stacking the dishwasher badly might lead one to think a Valentine?s card would be unceremoniously tossed, yet these were all part and parcel of ongoing 21st century relationships.

Among the findings, the survey revealed that non-heterosexual parents do more relationship maintenance than their heterosexual counterparts and indeed, lesbian and gay participants were shown to be more positive and happier with their relationship and with their partner in general.

There were, however, no significant differences between heterosexual and non-heterosexual participants in their happiness with life.

Researchers discovered mothers are more negative about relationship quality, relationship with partner, relationship maintenance and happiness with relationship/partner than childless women. But?mothers are significantly happier with life that any other group, indicating that children could perhaps be the primary source of happiness for women.

Mothers are also almost twice more likely than fathers to say that their children are the most important people in their life.

Fathers are much more likely than mothers to value their partners as the most important person. The survey also revealed how sharing values, a faith, beliefs or interests with a partner is very highly regarded and participants expressed disappointment when the everyday experiences of life could not be shared.

?Holding things in common was seen by participants as a key ?connector? in the couple relationship,? said Janet Fink, Ph.D., co-lead researcher on the Enduring Love project.? ?And it was clear that long-term relationships appear to endure through a blend of practical and emotional labor,? she added.

In addition, the survey asked whether a stressful situation (experienced in the last two years) ? such as a house move, bereavement or redundancy ? may have impacted adversely on their relationship.

In fact, responses from participants showed the opposite and suggest that both parents and childless couples might pull together through such difficult life events.

?The more events participants reported, the higher their scores on our three measures of relationship quality, partner relationship and relationship maintenance,? said Jacqui Gabb, Ph.D.,?co-lead researcher on the project.

The study ? which is just past the halfway point ? involves two levels of research, gleaned firstly from an online quantitative survey, completed by 4,212 adults? long-term relationships in the UK. This is complemented by a second strand of qualitative research undertaken with 50 couples, aged between 18 and 65, with children and without.

The overall aim is to develop a picture of what a 21st century long-term relationship looks like and to examine the emotional and practical work that couples do to sustain their relationship.

Researchers were encouraged by the high survey response rate.

?The level of interest in this survey did take us by surprise, but reflects the fascination with the topic of relationships and in ?self-help? culture.

?We found that whilst participants do appear to seek help with their relationship ? whether that is from friends and relations or other professional sources, they are also employing their own methods to keep their relationship on track.?

Google Now for Android updated: Now it "gets" me

Yesterday Google released a new version of Google Search on Android that adds simple but far-reaching capability to Google Now that turns phones into true personal assistants. Google Now watches your personal environment and offers helpful information just when you need it most. It is the first step to giving me a smartphone that "gets" me.

I first wrote a while ago about my desire for a smartphone that learns what I do and offers help by watching what I do and how I do it. The phone is always with me and it "sees" how I go about my days so I want it to learn by watching me and offer me assistance when I need it most. That article from two years ago?gives a basic overview of what I want my phone to do for me on a regular basis.

Google Now widget

Google must have been paying attention as the latest update to Google Search has Google Now doing some of the very things I've been wanting from my phone. The update was applied to my phone automatically and it comes with a new widget for Google Now. I put the widget on my phone's home screen and instantly got the notification above.

That's not a big announcement so what makes it so exciting? While it's not a big deal that I had a package shipped, that notification was generated by Google Now from an email I hadn't seen. My phone was informing me that a product I ordered from Amazon had in fact been shipped. I didn't tell it to do that, it just did it to help me.

Google Now expanded

Tapping on the package notification card took me to the full Google Now screen for more information, presented above. This informed me what was shipped, who shipped it, and when it happened. This was all gathered from an email that Amazon sent me informing me of this fact which I could view by tapping the "View Email" link above. More importantly I can easily track the package by tapping the appropriate link.

I admit this example is not that big of a deal but it's what it represents that has me so excited. Another notification I got was?indeed a big deal to me. Google Now presented a card informing me of my next appointment that afternoon and the event information. Most importantly, it told me that given the traffic conditions at that time, between where I was in that moment and where it knew my meeting was taking place, that I needed 45 minutes travel time to make it.

Read that last sentence again. Google Now, in the guise of my phone, determined the route I would be taking to my meeting, factored in the traffic conditions, and warned me in plenty of time when I'd better leave. This is exactly the kind of assistance I wished for two years ago.

"When I enter [the meeting] into my schedule on the phone it should warn me if the distance between the existing meeting before or after this one makes it unlikely I can make it."

Google not only did what I wanted but it accounted for unforeseen traffic conditions and factored that into the travel time. I didn't have to do a thing, didn't even know about the traffic at the time. The phone had my back so I wasn't late to my meeting. It even offered to navigate me to the meeting with a single tap.

Later in the afternoon I was listening to the band Fun. on the phone using the Pandora app. While grooving to some tunes I went to the Google Now screen to see what might be of interest. I opened the "View events nearby" card and lo and behold saw that Fun. was appearing in concert a few blocks away at 8 PM.?

I'm not implying that this was a miracle.?It was a coincidence that I happened to be listening to the group when Google Now informed me of their concert nearby. What is significant is without any effort on my part I found out about a concert by a group I like, a few blocks away. Had I been inclined I could have tapped the card in Google Now and bought tickets for the show!?

These examples I've covered are not major on their own, but together (along with other information Google Now can offer) they are groudbreaking. This is just the beginning of what Google is going to implement and the implications are exciting. My phone is soon going to "get" me and tailor my user experience to fit my needs. Most importantly, I'm not going to do anything to make that happen, it just will.

Paul Thurrott, a tech writer I respect immensely, also sees how Google Now is a big deal. I think it's not only a threat to Windows Phone as Paul states so eloquently but it's a threat to all mobile platforms.

Google Now is going to continue to evolve and become even more useful over time. This will result in its becoming so ingrained in the lives of Android phone users that switching to another phone solution will become unthinkable. It's hard to leave a phone that "gets" you behind.

Fox's Scales Attacks Sequestration Defense Cuts Without Disclosing Personal Financial Ties To Major Military Contractors

Fox News military analyst Maj. Gen.?Robert Scales (ret.) has appeared on-air decrying sequestration-related?defense?spending?cuts without disclosing that his consulting company generates profits from companies dependent on military spending.

In two separate February 13 appearances on Fox News, Scales?attacked the?possible defense cuts mandated by Congress' failure to pass deficit reduction legislation, but neglected to disclose that he is the?co-founder?of Colgen, which describes itself as "the latest and fastest growing defense consulting firms in the United States."

In his appearance on?Fox & Friends, Scales said he was hoping that there would have been some statement?in President Obama's State of the Union address?"that sequestration wouldn't happen,"?and that it would be a "tragedy" if?the?cuts were triggered.

Later in the day, Scales appeared on?Happening Now?to reiterate his opposition to defense cuts, arguing that "these cuts couldn't happen at a worse time" and?are?"awful" and "misdirected." He also warned about the Pentagon "going after its budget with a meat axe."

In both appearances, Scales was identified by anchors and on-screen text as a Fox "military analyst" and no reference was made to his role with Colgen.

Both sides of the political aisle have opposed the sequestration cuts. Speaker John Boehner?described?them as "bad policy" while President Obama?referred?to them in his State of the Union address as "sudden, harsh, arbitrary cuts" that "would jeopardize our military readiness." Yet Fox chose to host someone, out of all the available voices, with a financial stake in the issue.

A report?from Barr Group Aerospace, a consulting firm "dedicated to economic and industrial aerospace & defense market research," lists several Colgen clients among the top recipients of U.S. Department of Defense contracts for fiscal year 2012. These include Lockheed Martin with $29 billion in contracts, Boeing ($27 billion), Raytheon ($14 billion), General Dynamics ($13 billion), Northrup Grumman ($8.7 billion), SAIC ($5 billion), and Booz Allen Hamilton ($2.5 billion).?

A Boeing executive?has?expressed? concerns to the Chairman of the Joint Chiefs of Staff about the sizeable impact sequestration cuts would have on their business.

Northrop Grumman?sponsors?a site called "Stop Sequestration" which claims that "these spending cuts would have a significant impact on the size and capability of the military and the defense industrial base." They are a Colgen client.

Lockheed Martin?published?a 2012 memo?about?their efforts to "raise awareness in Congress as to the devastating effects of sequestration."?General Dynamics'?chairman?told investors?in October that they "remain cautious given the unprecedented uncertainty in the coming months caused by the threat of sequestration."

Booze Allen Hamilton and SAIC?have?both?noted?that sequestration would negatively affect their business.

The U.S. military itself, which would of course directly feel the effects of cuts, is represented on Colgen's client list. U.S. military groups listed as clients include the Army, Army National Guard, Marine Corps, Marine Corps Reserve, and the Navy among others.

Fox News is also listed as a "client" of Colgen's.

In an op-ed?from Scales published in the Washington Post and syndicated to several other newspapers, a?disclosure?was added indicating that he "is president of the consulting firm Colgen." While this does not adequately detail possible conflicts in Scales' writing, it is at least more than Fox News chose to disclose.

UK police arrest 6 people in phone hacking probe

LONDON (AP) ? British police investigating computer hacking and privacy offenses by the media have arrested six people allegedly involved in intercepting voice mails for the defunct News of the World tabloid.

Authorities said Wednesday the six former journalists for the tabloid were arrested in a new line of inquiry to the ongoing investigation in Operation Weeting, which is one of three investigations into press wrongdoing.

Britain's power structure has been rattled by allegations that the now-closed News of the World hacked people's phones for stories. The allegations and scandal have touched off dozens of arrests. Police say the new suspected conspiracy is believed to have taken place primarily during 2005-2006.

The six are being interviewed at police stations in London and Cheshire. Searches are being carried out at a number of addresses.

Orthodox rabbi seeks Israeli religious revolution

JERUSALEM (AP) ? When Rabbi David Stav launched his official campaign last month to wrest control of Israel's top religious institution from its longtime hardline leadership, it was a long shot.

But just two weeks later, Israelis went to the polls and surprisingly shifted the country toward the center of the political spectrum ? creating a rare window of opportunity for the modern Orthodox rabbi to capture the title of chief rabbi and fulfill his pledge to revolutionize the contentious role that religion plays in the Jewish state.

Stav, a 53-year-old father of nine, heads a private network of modern Orthodox rabbis that is virtually an alternative organization to Israel's state-sanctioned rabbinical bureaucracy. It seeks to put a friendly face on Jewish traditions for secular Israeli Jews alienated by the ultra-Orthodox functionaries that regulate religious services. The organization, called Tzohar, has gained popularity among secular Israelis with its program that sends rabbis free of charge to officiate at weddings.

Now Stav is waging a highly visible public campaign to change Israel's rabbinate from the inside. He is being featured frequently in media interviews, is running a Facebook campaign, and appears in large color newspaper ads placed by a group of secular Israelis.

"It's not about public relations and niceness," Stav said in an interview. "There is a critical problem ? it's not cosmetic ? in the rabbinic system. It needs dramatic changes."

Stav cautiously acknowledges that the stars now seem to be aligned for his hoped-for coup.

Every 10 years, two rabbis ? one representing Ashkenazi, or European-descended Jews, the other of Sephardic, or Middle Eastern lineage ? are appointed to co-lead the Chief Rabbinate.

It's the country's supreme body overseeing civil services for Jews from cradle to grave ? circumcision, marriage, divorce and burial. The current ultra-Orthodox Sephardic chief rabbi will likely be allowed to stay on, but the current Ashkenazi rabbi, Yona Metzger, is vacating his post in the coming months.

For the last two decades, ultra-Orthodox Jewish political parties have wielded outsized influence in governing coalitions, and in turn held sway over the panel of 150 rabbis and politicians that appoints the new chief rabbis.

That balance of power, however, may soon tip in Rabbi Stav's favor.

Prime Minister Benjamin Netanyahu of the leading Likud party needs partners to help him build a stable governing coalition, and two contenders he is courting ? the centrist Yesh Atid and the pro-settler Jewish Home ? have made it clear that they do not want the Chief Rabbinate to be dominated by ultra-Orthodox rabbis.

"We certainly support a more moderate and openly Zionistic rabbinate," said Dov Lippman, a rabbi on the Yesh Atid list.

"One of our main goals is for a Zionist, national religious rabbi to be elected to be chief rabbi," Ayelet Shaked, a Jewish Home lawmaker, told Israel Radio.

The two parties have not publically endorsed a particular candidate, but a leading member of Stav's rabbinic organization is the No. 2 man on Yesh Atid's parliamentary list, and an official in Stav's organization said Yesh Atid and the chairman of the Jewish Home party are pushing for Stav's candidacy. The official spoke on condition of anonymity because he was citing private discussions.

The Yisrael Beitenu lawmakers, whose party ran with the Likud on a joint list, also support Stav, said Yekutiel Zafari, a party official.

The decision largely rests on what kind of behind-the-scenes agreements are made with coalition partners.

The rise of Yesh Atid and the Jewish Home reflect something of a backlash against Israel's ultra-Orthodox community, which makes up nearly 10 percent of the country's population of 8 million. Both parties have pledged to abolish a controversial system that allows ultra-Orthodox males to skip compulsory military service and instead attend religious seminaries. The ultra-Orthodox have also antagonized the general public in recent years by attempts to impose their social mores, such as separation between men and women, in public spaces like buses and sidewalks.

Unlike many ultra-Orthodox rabbis, Stav served in combat as a soldier and reservist, and his eldest son is a paratrooper commander.

At least three other rabbis are contending for the same position, but Stav is the only one leading a public campaign, promising reform in some of the most controversial ultra-Orthodox practices. He has even published a manifesto outlining what he would change.

He would encourage couples to sign prenuptial agreements to ensure wives can request a divorce, a right not granted to them in the traditional Jewish marriage contract. He would privatize the kosher certification industry and make the chief rabbinate its regulator, lowering the soaring prices of kosher supervision for the food industry. He would make ritual baths more handicapped accessible, and require ritual circumcisers to refresh their skills in training classes every two years.

What matters most to him is to make the chief rabbinate more welcoming to secular Israelis, who make up the majority of Israel's Jewish population.

According to government statistics, more than 9,000 Israeli couples last year sidestepped the rabbinate and married in civil ceremonies abroad. Civil marriages are virtually banned in Israel. Stav estimates that a third of all secular Israeli couples choose that option, and says those couples distance themselves from Judaism because they lack the religious marriage documents that would certify their future children as Jewish.

One of his biggest goals is to help Israel's million-plus ex-Soviet immigrants. He vows a massive genealogical research campaign to help immigrants prove their Jewish lineage, and to encourage those who are not of Jewish descent to convert.

"A state in Israel cannot exist when half of the nation thinks the other half is non-Jewish," Stav said.

Though he is seen as a moderate rabbi, he does not support female rabbis or same-sex partnerships, as do rabbis in the more progressive Reform and Conservative movements which are dominant in the U.S. but have a limited presence in Israel.

Orthodox Judaism expert Menachem Friedman says Stav could stir a revolution in the rabbinate ? but the more stringent Orthodox rabbis in the rabbinate would likely oppose his reforms.

"He is seen as more liberal," said Friedman, a professor emeritus at Bar-Ilan University. "This will put him under pressure and he won't be able to solve all the problems."

And his very public campaign to change the rabbinate to its core might irk some on the election committee ? those who have spent their careers in the very bureaucracy Stav is criticizing.

"Behind the scenes, there was always a political race" for the position of chief rabbi, said Yair Sheleg, a researcher of religious affairs at the Israel Democracy Institute. "But it was always behind the scenes. In public, it's not respectful."

Julie Turkewitz in The Atlantic Monthly interviews Katie Orlinsky about her project photographing female prisoners in Ciudad Ju?rez, Mexico, bringing a fresh eye to the conflict there.

Turns out, writes Ms. Turkewitz ?women ? not just men ? were serving as its weary warriors, ferrying contraband and kidnapping kingpins. Between 2007 and 2011, the number of women incarcerated for federal crimes rose 400 percent.?

It was a figure that Ms. Orlinsky wanted to understand. Were these women ? mothers, sisters, teachers, and widows ? victims or perpetrators? The answer, of course, both provides insight into the drug war and highlights how complex of an issue it is.

? ?I am not ashamed. There are worse things,? says Lorena, who is in prison for drug trafficking. ?My husband is dead and I did it for my children.? ?

Democracy in demand

Contrary to popular thought, the world is ready for democracy. Arguments that poor, non-Western countries are in some way not ?ready? for democracy have been upended, writes Larry Diamond in The Wilson Quarterly.

Two mainstream theories on democracy have directed the discussion for decades: One postulated that countries had to grow rich under authoritarian rule before they would be able to sustain democracy. The other insisted that some countries were poor ?because the West had trapped them in a structural condition of economic dependence and servitude (a modern form of imperialism),? writes Mr. Diamond.

But something funny happened in the 1980s and ?90s: A number of poor countries went ahead and adopted forms of democratic government, and for well over a decade, many of them have had some success. Consider Taiwan and South Korea: ?Once they achieved democracy, South Korea and Taiwan continued to record brisk economic growth,? writes Diamond.

Although countries and regions vary widely, and many do not trust politicians, polls say people prefer democracy to authoritarianism. ?This is strikingly the case now in the Arab world, where the Arab Barometer surveys show that upward of 80 percent of the citizens of most countries name democracy as the best form of government, even if they do not define democracy in fully liberal and secular terms.?

It?s not a perfect road, of course, because systems of corruption easily undermine democratic progress. But the best way to democracy may be just to trudge through it.

Remember when driving to someplace new meant consulting a foldout map before you left the house? Those days are more or less gone with the advent of GPS, smart phones, and digital mapping.

Mapping the indoors could be the next frontier. Just think: You?re in Home Depot or Ikea and with a touch to your smart phone you can orient yourself, find what you are looking for, avoid congested aisles, and compare prices. But does this convenience mean we will stop thinking for ourselves?

Men in heels

High heels were designed for men, not women. That?s right. Another surprising news flash: They weren?t designed for walking.

?The high heel was worn for centuries throughout the near east as a form of riding footwear? for men, Elizabeth Semmelhack of the Bata Shoe Museum in Toronto tells William Kremer for the BBC.

Persia, with the largest cavalry in the world, was the epitome of masculinity. The shah wanted to ally with rulers in Western Europe to defeat the Ottoman Empire so he sent diplomats to Russia, Germany, and Spain. The exotic warriors wore ornate outfits and heeled boots, which helped them stay on their horse while shooting arrows.

When all things Persia (modern-day Iran) became the rage in 16th-century Europe, ?Persian style shoes were enthusiastically adopted by aristocrats, who sought to give their appearance a virile, masculine edge that, it suddenly seemed, only heeled shoes could supply,? writes Mr. Kremer.

It didn?t matter that they were completely impractical for the muddy, rutted streets of Europe. And in the following century European women adopted the trend. Men?s fashion, meanwhile, took a turn toward the more practical, dropping them completely by 1740 as ?foolish.? Some 50 years later women followed, leaving the world more or less sans heel until the mid-19th century when female fashion tottered over the sidewalk once more.

US Oil Prices Jump 1.4% to Break 3-Day Losing Streak

U.S. crude futures jumped 1.4% to climb above $97 a barrel Monday, as traders cashed in on bets that the price gap between the world's two crude benchmark would widen, traders and analysts said.

Brent futures, the European benchmark, hit an eight-month high of $118.92 a barrel last Friday, which pushed its spread with the U.S. benchmark of West Texas Intermediate, or WTI, to $23.18, the biggest gap in 11 weeks. WTI moved higher as some investors took profits after betting that spread would widen by wagering Brent futures would rise while WTI fell, says Kyle Cooper, managing partner at the Houston-based consultancy IAF Advisors.

"Last week, the Brent market was hot, and WTI was not," said Tim Evans, analyst at Citi Futures Perspective in New York. "Everything is swinging today back in the other direction."

West Texas Intermediate light, sweet crude for March delivery settled $1.31 higher at $97.03 a barrel on the New York Mercantile Exchange. Brent crude on the ICE futures exchange settled 77 cents, or 0.7%, lower, at $118.13 a barrel, pulling back from an eight-month high it hit on Friday. The price gap shrank to $21.10.

The two crude benchmarks have traditionally traded within a few dollars of each other, but Brent has risen sharply against WTI over the last two years because a glut of oil has developed in Cushing, Okla., where the WTI contract is settled. Crude from newly discovered shale formations in Canada and the Midwest has pooled in Cushing, which lacked the sufficient pipelines to carry the oil to the refining complex along the coast of the Gulf Of Mexico.

This has weighed on WTI prices, while Brent is free of such concerns. The price gap hit a high of $27.88 in October 2013. However, the spread shrank to below $16 earlier this year when the capacity of the Seaway pipeline, which carries crude from Cushing to the Gulf, was increased from 150,000 barrels a day to 400,000 barrels a day.

But U.S. oil prices have been declining since Feb. 1 due to problems with the Seaway pipeline, which cut its capacity to the terminal at the end of the pipeline to 175,000. Fears of a growing glut again pushed U.S. prices down--and prompted bets that the spread between Brent and WTI would diverge.

Whether WTI can sustain Monday's rally will depend on oil supply data released by the U.S. Energy Information Administration on Wednesday, traders and analysts said. If weekly crude-oil stockpiles fall more than analysts expect, "that might provide an impetus for prices to move higher," Cooper says.

?Mary Poppins,? the latest theatrical offering from Durham Performing Arts Center, provides a healthy dose of magic (no ?spoonful of sugar? needed) for both the young and the young at heart. For those who aren?t familiar with the classic tale, it focuses on the Banks family and their new nanny, Mary Poppins ( Madeline Trumble), who floats down from the sky on a magical umbrella and promptly turns the Banks? boring lives upside down. Full of larger-than-life musical numbers,? a vivacious cast, stunning sets, and a whole lot of ?wow,? DPAC?s version doesn?t disappoint long-time fans of the story or first-timers.

The magic starts the moment Mary Poppins enters the Banks? home and doesn?t let up until the very end. Even the most adult of viewers are left wondering how Mary fits large objects?including a tall plant and hat stand?in her tiny bag, and that?s just one of the many tricks this production has up its sleeve. Chimney-sweep Bert (Con O?Shea-Creal) walks on the ceiling and produces real-life flowers from a chalk drawing; Mary herself flies high in the air, and sets seem to appear out of nowhere.

While intricate sets that float effortlessly into place are the norm at DPAC, this production?s sets are truly spectacular. Particularly notable is the Banks? charming home, which looks like something out of a pop-up storybook, and the vibrantly colorful chalk-drawing world the Banks children are transported into.

Trumble, with her sweet voice and cheeky comedy, perfectly embodies the rule of sweet-but-stern Mary Poppins, and she?s backed by some superb supporting performers. O?Shea-Creal?s Bert charms with his easy smile, while Chris K. Hoch is perfect as serious father, George Banks. And, doing double duty as the Bird Woman and replacement-nanny, Miss Andrews, ?Karen Murphy touches and terrorizes hearts, respectively, in her all too brief time on stage.

While all of the musical numbers prove fun and engaging, certain songs are easy hits. Highlights include ?Jolly Holiday,? and ?Supercalifragilisticexpialidocious,? which had audience members clapping along at Tuesday night?s performance. Bouncy choreography and sharp sound serve as complements to a show that, like Poppins herself, is practically perfect in every way.

Health insurer Wellpoint names Joseph Swedish as CEO

(Reuters) - WellPoint Inc, the No. 2 U.S. health insurer, named Joseph Swedish as the company's chief executive officer, more than five months after previous CEO Angela Braly abruptly stepped down.

Swedish, who will replace interim CEO John Cannon, will take charge effective March 25, the company said.

Braly resigned due to growing investor dissatisfaction at Wellpoint's financial results.

After missing analysts' estimates in four consecutive quarters, the health insurer last month reported better-than-expected revenue in the fourth quarter, with Cannon at the helm.

Swedish previously served as CEO for privately held Trinity Health Corp.

Higher advertising spending buoys Omnicom profit

(Reuters) - Omnicom Group Inc, the largest U.S. advertising company and home to agencies such as BBDO Worldwide and DDB Worldwide, reported a better-than-expected fourth-quarter profit on higher revenue in its domestic market.

Many of the macroeconomic problems cited by advertising companies over the last few quarters, including instability in the euro zone and a slowdown in China, have been easing.

Omnicom said it expects modest growth in 2013 but cautioned that uncertainty in some markets would continue to put pressure on advertising spending.

"While the macroeconomic environment appears to be stabilizing and even improving in some areas, issues in several markets remain unresolved," Chief Executive John Wren said on a conference call with analysts.

"We are cautiously optimistic as we look into the latter part of 2013 and into 2014," he said.

Advertising companies had also been concerned about the impact on advertising spending of the rancorous negotiations over the U.S. fiscal cliff during the fourth quarter.

Omnicom, the first of the major advertising companies to report results, said revenue in the United States rose 5 percent to $2.03 billion during the quarter, accounting for about half of the total revenue.

"Surprisingly strong U.S. organic growth helped buoy continued weakness in Euro markets," Jefferies analyst Will Smith wrote in a note.

Smith said Omnicom's strong U.S. revenue was a positive for WPP Plc, the world's No.1 advertising company, and Interpublic Group.

Omnicom shares, which have risen 18 percent in the last three months through Monday, rose as much as 2.5 percent to a life-high of $56.75.

WARY ON EUROPE

Omnicom said many markets in Europe remained weak and growth was likely to be slow in the region for some time as governments continue to operate with fiscal restraint.

"Our large European markets like Russia continued to perform largely well while the UK, France and Germany remained weak and in aggregate the euro zone markets were down 3.7 percent," Chief Financial Officer Randall Weisenburger said.

"Some of the revenue decline from the region could be tracked to specific client reductions rather than the economic situation," Wren said.

Total international revenue slipped 0.3 percent, weighed by the weakness in Europe.

Net income rose to $307.1 million, or $1.13 per share, in the quarter, from $271.9 million, or 96 cents per share, a year earlier.

Revenue rose 2.4 percent to $3.94 billion.

Analysts had expected earnings of $1.09 per share on revenue of $3.93 billion, according to Thomson Reuters I/B/E/S.

It's an invitation she wishes she had no reason to accept.

The mother of Chicago gun-violence victim Hadiya Pendleton will be in the audience for Tuesday night's State of the Union address in Washington, D.C. ? and she is expecting a flood of mixed emotions.

"It's bittersweet,"?Cleopatra Cowley said after she and her husband landed in Washington on Monday evening. ?Because it?s as a result of losing my daughter, but it?s also exciting to have an opportunity like this.? ?

Her presence in the House of Representatives chamber as President Obama delivers his annual address to the country will be a poignant reminder of the toll of gun violence in America.

Cowley ? who was invited as a guest of the first lady, according to White House aides ? said she will be listening to the speech with an open mind.

?I really just want to hear what he has to say,? she said. ?Then I can formulate my opinion.?

Cowley?s 15-year-old daughter was shot dead two weeks ago while hanging out with friends in a park near school, just days after she returned from Washington, where her marching band competed for a chance to be in President Obama's inauguration parade.

Police believe Hadiya was the innocent victim of a gang member who mistakenly thought the teens were rivals on his turf.?

The majorette quickly became a figure in the national debate over guns and a symbol of Chicago's stubborn murder rate. Chicago police announced Monday night that were charging two young men with murder in connection with the shooting.

The First Lady was among hundreds at her funeral Saturday, which was attended by hundreds of people, including Education Secretary Arne Duncan,?Illinois Gov. Pat Quinn and Chicago Mayor Rahm Emanuel.

?That was amazing,? Cowley said.

?My daughter really wanted to perform directly in front of the president and first lady and didn?t have the opportunity. Having the first lady at her homegoing was like Hadiya having an opportunity to perform because of all the friends and family who gave feedback about her.?

She said she also appreciated Michelle Obama?s low-profile at the funeral.

?She didn?t have a desire to have it be about her. She wanted to attend as a mom,? Cowley said.

Before the State of the Union, Cowley and her husband, Nate Pendleton, will attend a hearing on gun safety called by Illinois Sen. Richard Durbin, who spoke about Hadiya during an earlier hearing the day after her death.

It would be both to save money and to adapt to changing security threats and new areas of operation ? such as east Asia ? where drones are more likely to be detected and shot down.

If the Pentagon does slow the huge building and deployment program, it won't affect CIA drone strikes in Pakistan, Yemen and elsewhere against terror suspects.

Air Force leaders are saying the military may already have enough unmanned aircraft systems to wage the wars of the future ? and the current number may be more than the service can afford to maintain.
