Brightcove Open Sources App Cloud, Bets Big On Dual-Screen Apps For Apple TV

brightcoveIt was just a year ago that video distribution specialist Brightcove announced it was entering a new market, with a cloud-based product for quickly building multiplatform mobile applications called App Cloud. Well at this year's annual Play conference, Brightcove will make App Cloud available for free with an open source license. It's also making a set of tools available that it hopes will push forward the dual-screen applications market. Brightcove's App Cloud is basically like a WYSIWYG editor for app development, designed to allow developers to roll out rich apps for both iOS and Android mobile phones and tablets with a minimum amount of actual programming required. App Cloud provides templates to get developers up and running quickly, but which can also be customized with native code. Once built, App Cloud also contains Brightcove's Workshop debugging tool, so that users can test and preview apps natively on the device and make changes in real-time, before submitting to the App Store or Google Play.

(AP) ? A surgeon says a 3-year-old South African girl who received a cloned skin transplant is likely to discharged from the hospital next week.

Dr. Ridwan Mia, the surgeon who attached Isabella Kruger's skin, said Tuesday that the toddler is now breathing on her own and "doing very well."

Isabella, better known by her nickname Pippie, suffered third-degree burns on more than 80 percent of her body following an accident at a family barbecue.

Earlier this month, doctors attached the skin, which was cloned in Boston using mouse cells as a scaffold.

Pippie has now started to eat baby food and even chicken after months of using feeding tubes.

Mia says Pippie will need daily therapy in the months to come, including physiotherapy to strengthen her muscles.

As a part of the Getting Business Online program, Blacknight have created software that allows participating users to build a free website in under 30 minutes. While not intended to replace a professionally built site, they provide a gateway for ?brick and mortar? businesses to gain confidence while conducting business online.

Blacknight not only provide free websites and the software to build them, they also offer free hosting with an .ie, .eu or .com domain name for one year.

Based on Blacknights figures, during the first year, 60% have registered .com, 21% registered .ie, 13% registered .eu and 4.2% .biz.

Neylon adds: Looking back on twelve months of activity, we saw that Irish business are opting for .com domains. It would be great if they were registering .ie domains but weve seen that registrants prefer domains that are easier to register. Throughout 2012 we hope to add new features to make getting online even more attractive to Irish businesses.

Regardless of the chosen extension, Irish businesses are continuing to participate in the Getting Business Online program with several hundred registrations per month.

Moderate coffee consumption offers protection against heart failure, study suggests

ScienceDaily (June 26, 2012) ? While current American Heart Association heart failure prevention guidelines warn against habitual coffee consumption, some studies propose a protective benefit, and still others find no association at all. Amidst this conflicting information, research from Beth Israel Deaconess Medical Center attempts to shift the conversation from a definitive yes or no, to a question of how much.

"Our results did show a possible benefit, but like with so many other things we consume, it really depends on how much coffee you drink," says lead author Elizabeth Mostofsky, MPH, ScD, a post-doctoral fellow in the cardiovascular epidemiological unit at BIDMC. "And compared with no consumption, the strongest protection we observed was at about four European, or two eight-ounce American, servings of coffee per day."

The study published June 26 online in the journal Circulation: Heart Failure, found that these moderate coffee drinkers were at 11 percent lower risk of heart failure.

Data was analyzed from five previous studies -- four conducted in Sweden, one in Finland -- that examined the association between coffee consumption and heart failure. The self-reported data came from 140,220 participants and involved 6,522 heart failure events.

In a summary of the published literature, the authors found a "statistically significant J-shaped relationship" between habitual coffee consumption and heart failure, where protective benefits begin to increase with consumption maxing out at two eight-ounce American servings a day. Protection slowly decreases the more coffee is consumed until at five cups, there is no benefit and at more than five cups a day, there may be potential for harm.

It's unclear why moderate coffee consumption provides protection from heart failure, but the researchers say part of the answer may lie in the intersection between regular coffee drinking and two of the strongest risk factors for heart failure -- diabetes and elevated blood pressure.

"There is a good deal of research showing that drinking coffee lowers the risk for type 2 diabetes, says senior author Murray Mittleman, MD, DrPH, a physician in the Cardiovascular Institute at Beth Israel Deaconess Medical Center, an Associate Professor of Medicine at Harvard Medical School and director of BIDMC's cardiovascular epidemiological research program. "It stands to reason that if you lower the risk of diabetes, you also lower the risk of heart failure."

There may also be a blood pressure benefit. Studies have consistently shown that light coffee and caffeine consumption are known to raise blood pressure. "But at that moderate range of consumption, people tend to develop a tolerance where drinking coffee does not pose a risk and may even be protective against elevated blood pressure," says Mittleman.

This study was not able to assess the strength of the coffee, nor did it look at caffeinated versus non-caffeinated coffee.

"There is clearly more research to be done," says Mostofsky. "But in the short run, this data may warrant a change to the guidelines to reflect that coffee consumption, in moderation, may provide some protection from heart failure."

Other study authors are Megan Rice, Sc.D., and Emily Levitan, Sc.D.

Toll from Colo. wildfire grows to 248 homes

Flames forced thousands of Colorado residents from their homes over the weekend and disrupted vacation plans for countless visitors as smoke shrouded some of the state's top tourist destinations, including majestic Pike's Peak and tranquil Estes Park.

Colorado is having its worst wildfire season in a decade, with more than a half dozen forest fires burning across the state's parched terrain. Some hotels and campgrounds are emptying ahead of the busy Fourth of July holiday.

One of the newest fires, a blaze near Colorado Springs, grew to more than 6 square miles Sunday after erupting just a day earlier and prompting evacuation orders for 11,000 residents and an unknown number of tourists.

The fire sent plumes of gray and white smoke over the area that obscured at times Pikes Peak, the most-summited high-elevation mountain in the nation and inspiration for the song "America The Beautiful."

Winds had started to push smoke away from Colorado Springs and evacuations orders were lifted for the 5,000 residents of nearby Manitou Springs, but area residents and tourists still watched nervously as haze wrapped around the peak.

"We're used to flooding and tornadoes, nothing like this," said Amanda Rice, who recently moved to the area from Rock Falls, Ill. Rice, her husband, four children and dog left a Manitou Springs hotel late Saturday.

Rice, scared when she saw flames, took her family to the evacuation center before she was told to go.

"It was just this God-awful orange glow. It was surreal. It honestly looked like hell was opening up," Rice said Sunday.

Even while other large fires burn across the West, Colorado's blazes have demanded half the nation's firefighting fleet, according to Colorado Gov. John Hickenlooper. He said C-130 military transport planes from Peterson Air Force Base in Colorado Springs would begin assisting Monday.

"People recognize this is going to take a big push" to extinguish, Hickenlooper said Sunday from a Colorado Springs grocery store, where volunteers were passing out burritos, sandwiches and drinks to 350 firefighters working near Pikes Peak.

A statewide ban on open campfires and private fireworks has been in place for more than a week.

While no homes were reported damaged in the Colorado Springs-area fire, a forest fire near Rocky Mountain National Park destroyed structures near the mountain community of Estes Park. The Larimer County Sheriff's Office said Sunday that 22 homes and two outbuildings had been burned.

The Estes Park fire destroyed vacation cabins and closed the most commonly used entrance to the park. Clouds of smoke blew toward the 102-year-old Stanley Hotel that inspired Stephen King to write "The Shining."

Also over the weekend, residents of a subdivision near the northern Colorado city of Fort Collins learned that 57 more homes in their neighborhood had been lost to the High Park Fire, which already had claimed 191 homes, authorities said.

Video: Wildfires rage across West

The High Park Fire is the second-largest wildfire and among the most expensive in Colorado's history. It has scorched more than 130 square miles and was just 45 percent contained on Sunday, The Denver Post reported.

With Colorado midway through its worst wildfire season in a decade, travelers have seen some of their favorite sites closed to the public, obscured by smoke and haze. Some travelers were awoken with evacuation orders.

Families planning whitewater rafting trips or visits to the stunning red-rock formations in Garden of the Gods park in Colorado Springs were instead spending their vacations passing out bottled water and setting up cots in evacuee centers.

They included Mark Stein, of Morristown, N.J., whose family arrived after midnight Sunday at their Manitou Springs hotel for a week of whitewater rafting and sightseeing.

"We were sleeping for 15 minutes when they started knocking on the door ? a day from hell," Stein said of the day of travel. With his wife and two sons, Stein spent the first night of his vacation setting up cots for more than 200 evacuees who slept at the school.

"I think it's the best vacation ever. This is what the real world is about. There's a lot of people that need help," Stein said.

Also Sunday, a brushfire that began near Elbert, about 50 miles southwest of Denver, quickly spread to about 60 acres, forcing the evacuation of about 100 residents.

It?s easy to understand how Commissioner Roger Goodell got so much power under the labor deal, but it?s far more complicated to come up with a way to change the status quo.

Chiefs tackle Eric Winston recently expressed regret that the players didn?t push harder during the most recent CBA negotiations to remove from Goodell the ability to impose a penalty and then review his own decision under multiple disciplinary policies.? Falcons receiver Roddy White was more pointed, blaming the NFLPA for ?failing? the players by not stripping this power from Goodell in 2011.

But anyone who claim that last year the players ?allowed? Goodell to have his current power either doesn?t get it, or is deliberately distorting the facts.? Goodell already had the power, obtaining it not from the current NFLPA leadership but from former union boss Gene Upshaw, via past labor deals.? When the time comes to renegotiate the labor contract, the parties come to the table with the rights and duties they already possessed.

And if one side wants to taketh something away, that side had better be ready to giveth something in return.

As it relates to his power over issues like player discipline,Goodell flatly refused to surrender that power during negotiations occurring after the players and the league worked out a deal on the manner in which the money gets divided.

?The answer to that is no, I?m not going to be open to that,? Goodell said at the time.? ?I?m not going to hand off the brand and the reputation of the NFL to somebody who is not associated with the NFL.? I promise you that.? That is one of the number one jobs as a commissioner in my opinion.?

The fact that the lockout already had ended when terms like Goodell?s power over the disciplinary process were being debated made it harder for the players to dig in.? Still, with Goodell making it clear that he had built a bunker on that point would have made it virtually impossible to change the pre-existing approach.

In theory, the players could have reopened the monetary side of the deal and offered a penny or two on the dollar in order to buy Goodell?s disciplinary power.? But at what point should the financial interests of the many players who never get called to the principal?s office yield to the interests of the few who find themselves in water hotter than the average bathtub?? Only a small percentage of the league?s 1,900 or so players end up under scrutiny from Goodell.

Should the players have made a concession that affects all of them in order to protect a few?

More importantly, and as explained last night, the CBA doesn?t give Goodell a blank check to do whatever he wants to do.? Though he?s the judge, jury, and executioner, his power to be the judge/jury/executioner must be exercised fairly and impartially and in accordance with the rules contained in the CBA.? If he fails to do that, Goodell is subject to external oversight, through the federal court system.

In the bounty case, it?s inevitable that Goodell will uphold the suspensions, and that the players will sue.? Then, questions regarding, for example, whether the league failed to produce its evidence on a timely basis and whether the suspensions should be dismissed based on that glitch will be resolved by someone ?who is not associated with the NFL.?

A far more subtle, but perhaps far more important, point arises from the disconnect between the limited evidence that Commissioner Goodell has made available to the players and the extensive evidence of which Judge/Jury/Executioner Goodell is otherwise aware.? In this relatively rare instance in which Goodell has meted out discipline based on facts that are hotly contested, the judge/jury/executioner knows much more than the persons being punished.? So how can the persons being punished, who have access only to a sliver of the file, get a fair shake when they don?t know what the judge/jury/executioner already knows?

Think of it this way.? You?ve been accused of a crime.? Before the trial, the judge and the jury (and, technically, the executioner) are fully aware of the investigation and all evidence that was collected, in large part because the judge and the jury ultimately presided over the investigation.? Then, the judge and the jury decide what the sentence should be, before the trial even starts.

Through it all, the judge and the jury never give you any evidence.? Instead, they periodically share with you (and the media) summaries and characterizations of evidence, which may or may not be factually accurate.? Then, three days before the trial, you get a small stack from the thousands of documents generated by the investigation.

When the trial starts, the prosecutor presents what amounts to an opening statement ? and then she rests her case without calling a single witness.? Then the judge and the jury, fully aware of and intending to rely on all facts and documents and evidence and testimony that won?t be introduced in support of the allegations or otherwise shared with you, turns to your lawyer and says, ?Got anything to add??

How under those circumstances could your lawyer even begin to know what to say?? How could your lawyer change the minds of the judge and the jury without knowing precisely what caused them to reach their conclusion weeks before the trial began ? and without having a chance to test that evidence before the judge and the jury adopted a position on what the evidence means?

That example describes a classic kangaroo court, a term that arose from the perception that justice occurs by a series of leaps, not via a deliberate and even-handed process.? And while so many are quick to point out that the players accused of participating in the bounty program aren?t having their rights determined by a court of law, the truth is that those rights are being assessed by an informal court of law crafted by the NFL ? as demonstrated by the fact that Monday?s hearing was fully transcribed by (you guessed it) a court reporter.

Though the CBA gives the NFL the power to craft that informal court of law, it doesn?t give the NFL the right to create a process that lacks fairness and impartiality for the people whose interests are at stake.

The NFLPA has not given up the right to challenge the NFL?s procedures, and the NFLPA appears to be intent on doing so, aggressively.

As it should.

US stocks meander as European debt crisis festers

Crisis-weary investors scoffed Monday at what had appeared to be a hopeful turn in the European debt crisis: a victory for pro-Europe parties in a Greek election. U.S. stocks were little changed, and borrowing costs for Spain surged to alarming levels.

Investors appeared fed up with policy makers' inability to resolve a crisis that has bedeviled markets for more than three years. Leaders of the most developed countries are meeting in Mexico to discuss the crisis and the slowing global economy.

"Even though we avoided the worst-case scenario in Greece, the crisis has entered a new and dangerous phase, and it doesn't end with Greece," said Michelle Gibley, director of international research at the Schwab Center for Financial Research, a division of the Charles Schwab brokerage.

U.S. indexes opened lower then drifted between modest gains and losses. Homebuilders rallied after a measure of confidence among U.S. builders rose to a five-year high.

Spanish borrowing rates spiked Monday above levels that forced other countries to take bailouts, a sign that bond investors fear Spain will default on its debts.

The Dow Jones industrial average closed down 25.35 points, or 0.2 percent, to 12,741.82. The Nasdaq composite index rose 22.53 points, or 0.8 percent, to 2,895.33. It was lifted by Apple, its biggest component, which rose $11.65, or 2 percent, to $585.78.

Rival tech titan Microsoft will make a "major" announcement after the market closes. Many expect it to introduce a tablet computer that would compete with Apple's market-dominating iPad.

The Standard & Poor's 500 index rose 1.94 points, or 0.1 percent, to 1,344.78. Of its 10 major industry categories, only financials and energy stocks fell. Banks would be hit hard if the European crisis spun out of control. Energy companies followed oil prices lower.

On Sunday, Greek voters elected a party that wants to continue a program of international bailout loans that are conditioned on painful budget cuts. Traders had fretted for weeks that a radical leftist party would prevail and reject Europe's unpopular bailout plan.

The next step, traders feared, would be Greece's dropping the shared currency. Anxiety over a Greek exit was so pronounced that many expected bank runs on Monday if political anti-bailout parties had won the election.

Yet Greece's situation remains precarious. The anti-bailout party got a big chunk of the vote. There's also no guarantee that the winners will be able to form a government. Elections a month ago failed to produce a governing coalition, leading to Sunday's do-over.

Many had expected stocks and other risky investments to rally on relief that the conservative party won. But the broader scope of Europe's financial burdens soon overshadowed whatever breathing room the election provided.

Safe investments rose and riskier ones fell as traders continued their long vigil for a more permanent solution in Europe. Leaders there are considering a centralized system of bank regulation and deposit insurance to complement proposals of closer economic coordination.

"It doesn't appear that any lasting solution is a possibility any time soon," Schwab's Gibley said. "Until we get some kind of coming together, volatility is likely to continue."

Attention shifted Monday toward Spain and Italy, both of which will require international help if they can't convince bond investors that their finances are sound. Benchmark stock indexes closed down 3 percent in Spain and 2.8 percent in Italy.

The yield on the 10-year Treasury note fell to 1.58 percent from 1.63 percent earlier Monday as demand increased for low-risk investments.

The yield on Spanish 10-year bonds jumped as high as 7.18 percent, the highest since Spain joined the euro. Only a week ago, Europe unveiled a massive bailout of Spain's banks intended to reassure investors about the nation's finances.

Greece, Ireland and Portugal needed bailouts after their borrowing costs rose above 7 percent. It looks like tiny Cyprus will need a bailout as well.

The Greek election "should be seen as a significant net positive for markets, but markets don't always react in a rational manner," said David Kelly, chief global strategist for JPMorgan Funds.

The ISE Homebuilders index rose 34 cents, or 3.5 percent, to $9.98. Lennar, PulteGroup, D.R. Horton, Toll Brothers and Hovnanian Enterprises all rose strongly.

Giant military contractor SAIC fell 38 cents, or 3.1 percent, to $11.86. The Defense Department said Friday that SAIC had lost its biggest contract to Lockheed Martin, a $4.6 billion deal to run the department's global network.

Energy prices, which are sensitive to investors' expectations of future economic growth, fell. Benchmark crude for July delivery slid 76 cents to $83.27 per barrel in electronic trading on the New York Mercantile Exchange.

Myanmar rapper-MP sings the changes

Once known as a rebel rapper with a penchant for electric guitars and dragon tattoos, Zayar Thaw now aims to be an agent of change as a parliamentarian in the stronghold of the Myanmar army that threw him in jail.

The 31-year-old is a rising star in Aung San Suu Kyi's National League for Democracy, which made a dramatic comeback in April elections after two decades in the political wilderness, becoming the main opposition force in parliament.

The by-elections came amid sweeping changes in the country formerly known as Burma after decades of outright military rule ended last year.

Myanmar's quasi-civilian government has surprised even its critics with a string of reforms such as releasing hundreds of political prisoners and welcoming the opposition back into mainstream politics.

Former political prisoner Zayar Thaw, perhaps Myanmar's most unlikely member of parliament, was among four NLD candidates elected in the capital Naypyidaw -- a victory seen as humiliating for the military-backed regime.

"You're very young, you're a hip-hop artist and you're an ex-prisoner. How can you be an MP?" he told AFP in an interview in his Yangon apartment. "That's something I hear quite a lot."

But it is precisely these qualities that may have propelled the dissident rapper into the corridors of power -- and onto the global stage.

He is part of a small entourage accompanying Suu Kyi on a historic tour of Europe, the first since she returned to her homeland in 1988 to care for her sick mother and went on to play a leading role in the democratic movement.

The trip is taking her to five European nations including Norway, where she on Saturday formally accepted the Nobel Prize that thrust her into the international limelight two decades ago.

Zayar Thaw, one of the pioneers of Burmese rap, co-founded one of the country's first hip-hop bands called ACID, which became a household sensation a decade ago thanks to its lyrics -- often laced with anti-regime sentiment.

The band sometimes circumvented the country's notorious censors -- who vet every piece of commercial music for subversive content -- by circulating bootlegged copies of songs recorded in underground studios or performing in private stage shows.

When it comes to looks, Zayar Thaw is not your average rapper. He appears bookish and bespectacled, usually in a crisp shirt and traditional wraparound longyi.

He does, however, sport dragon tattoos all over his arms and legs.

But his favourite tattoo is embossed on his back: a full-sized map of Myanmar with a large microphone in the middle, which he says symbolises the country's quest for greater democratic freedoms.

The walls of his apartment in downtown Yangon, the former capital, are festooned not with posters of bald punk artists, but life-size images of Suu Kyi -- his "real life hero".

He says it is she who helped him survive three years in prison -- a large part in dank isolation where "you could never tell whether it was night or day".

After a 2007 uprising led by Buddhist monks, a rebellion brutally crushed by the military, Zayar Thaw organised "Generation Wave" -- an underground network comprising dozens of artists who used hip-hop, poetry and street graffiti to express their disaffection with the then military regime.

One anti-regime song, which repeatedly denounced "murderers", was uploaded by the group on YouTube with the following lyrics:

"We will never change, never give up, never surrender / We will continue to fight until they disappear / We will come out in full force in every tomorrow / Let's dare to say the truth."

He was arrested along with his comrades and sentenced to six years in prison in 2008 but was released in May last year in an amnesty.

"When I was in prison, I would think to myself 'if the lady can survive so many years under house arrest -- away from her sons, her husband -- why can't I?'" he said, referring to Suu Kyi.

"When I got out and finally met her she said 'don't let your sacrifices go in vain. The party, the country needs young people like you'."

And that's when the quest began for a parliamentary seat vacated by Vice President Tin Aung Myint Oo, regarded as a key figure in the government's hardline faction.

But it was no mean feat to win in his stronghold of Naypyidaw -- an army-dominated enclave north of Yangon rumoured to have been built on the advice of an astrologer after former junta chief General Than Shwe feared a popular uprising or foreign invasion of the former capital.

Naypyidaw - described by one observer as a cross between "Xanadu and Legoland" -- has been Myanmar's administrative capital since 2005, boasting Stalinist-style buildings, imposing sculptures of bygone kings, wide boulevards and colour-coded apartment blocks.

But surrounding the island of opulence is a sea of poverty.

The 70-plus farming villages that make up Zayar Thaw's constituency are plagued by hundreds of cases of alleged land grabs by regime-backed companies, which he says has exacerbated mass unemployment.

These people, he said, "view me not as a rapper but as their only hope".

His immediate focus is to wade through the country's bureaucratic system to help villagers get their properties back.

But he concedes his party neither has the arithmetic strength in the military-dominated parliament nor the governance experience to effect real change yet.

For that to happen it will have to repeat its by-election triumph at the next general election in 2015 -- and push the ruling Union Solidarity and Development Party out of power.

Since winning his seat he says development projects such as roads and rural electrification in some areas of his constituency have been discontinued by the government, fuelling concerns among voters that they are being punished for favouring the NLD.

"The party is looked upon as a messiah that will transform Myanmar," he said. "But it's hard to tell people that the struggle is just beginning -- change will be slow and it won't happen overnight."

Wall Street Week Ahead: Greek election results may bring respite

NEW YORK (Reuters) - Greek political parties supporting a bailout for the country won a slim parliamentary majority in Sunday's elections, which may give markets some respite, but any coalition's majority looks set to be narrow and may lack the stability needed to push through painful reforms.

Whatever the outcome, Europe's problems are far from over as the debt crisis threatens to further engulf the larger economies of Spain and Italy.

In a sign of relief over the Greek results, U.S. stock index futures opened up on Sunday, looking to extend the market's recent gains.

S&P 500 futures rose 6.2 points and were above fair value, a formula that evaluates pricing by taking into account interest rates, dividends and time to expiration on the contract. Dow Jones industrial average futures added 44 points and Nasdaq 100 futures rose 10.5 points.

"The gain is understandable given the massive fallout that could have happened had the (pro-bailout) New Democracy Party lost," said Michael Yoshikami, chief executive officer at Destination Wealth Management in Walnut Creek, California. "If they're able to construct a majority, as it appears, that will be a huge relief for the market."

The Greek conservative New Democracy party and Socialist PASOK, who broadly back an EU/IMF bailout package keeping Greece from bankruptcy, looked set to jointly secure a slim majority. SYRIZA, the leading leftist party that pledged to tear up the terms of the bailout package, conceded defeat.

If there is any sign of market stress on Monday morning, investors will look for action from the world's central banks who, according to officials, stand ready to intervene if trading becomes turbulent.

"We'll have all kinds of other headlines for Europe over the summer that we'll be trading on, so we're nowhere near the end of volatility," Yoshikami said.

At stake in Greece's election, as investors see it, had been the country's future in the euro zone and possibly the future of the currency bloc itself.

Official results released by the interior ministry, with 97 percent of ballots counted, showed New Democracy taking 29.7 percent of the vote and SYRIZA 26.9 percent. The PASOK Socialists were set to take 12.3 percent of the vote.

Because of a 50-seat bonus given to the party which comes first, that would give New Democracy and PASOK 162 seats in the 300-seat parliament.

The euro hit a three-week high against the U.S. dollar in early Australasian trade according to Reuters data, rising to around $1.2730 from around $1.2655 late in New York on Friday.

But markets have had a tendency to react positively to political developments late Sunday and early Monday only to quickly reverse. That was the case last weekend after the EU announced a 100 billion euro bailout for Spanish banks.

Weeks of worry over the potential outcome of the Greek election have prompted a number of central banks to prepare for market problems.

Central banks from major economies are ready to take steps to calm markets should the outcome of the Greek elections create a market storm, officials from the Group of 20 told Reuters.

Among them, European Central Bank President Mario Draghi said the ECB was ready to step in and fund any viable euro zone bank that gets in trouble. The Bank of England on Thursday announced a $155 billion (100 billion pound) offer of loans to banks.

G20 leaders kick off a two-day summit in Mexico on Monday and the rest of the week is not likely to be any quieter.

The Federal Reserve is due to release a policy statement on Wednesday at the end of its two-day meeting, and the steady flow of sovereign debt warnings and downgrades is likely to continue.

In another sign of investor nervousness, the CBOE Volatility index <.vix>, Wall Street's fear gauge, was up for much of Friday even as stocks rose, although the VIX closed lower. Stocks and the VIX typically have an inverse relationship.

"People have been hedging their positions aggressively over the past two weeks heading into this weekend," said Alec Levine, a derivatives strategist at Newedge Group SA in New York.

"No matter what happens (this) week, we will return to a massive game of chicken between the newly elected Greek government, whoever that may be, and the EU, specifically Germany."

THE FED AHEAD

Despite the fears, stocks ended the week on a positive note, marking a second straight week of gains. The benchmark Standard & Poor's index <.spx> is now up 6.8 percent for 2012, though still well off its highest levels of the year.

Part of what has spurred optimism for stock investors in recent weeks has been the hope that the Fed and other central banks would provide more economic stimulus. There has been continuing speculation over whether the Fed will engage in a third round of quantitative easing.

"We do think that expectations of QE3 will drive the market one way or the other," said Omar Aguilar, chief investment officer for equities at Charles Schwab Corp, in San Francisco.

But the fact that the Fed has made no recent changes to policy could mean the economic data policymakers are seeing is "not as bad as everyone thinks," Aguilar said.

Also ahead of the vote, Russell Indexes said certain events in Greece could mean changes in its indexes through implementation of its "financial crisis" rule. Its indexes include the Russell Global Index.

ON RATINGS WATCH

Adding to investor nervousness has been a slew of recent ratings cuts.

Among the most recent, Fitch Ratings on Friday downgraded Egypt's sovereign credit rating deeper into junk status. On Thursday, Egan-Jones cut France's sovereign credit rating.

Many investors see that trend continuing as agencies try to gauge the impact of the euro zone and other problems on the global economy.

"We're probably going to see more of it," Peterson said.
