Chelsea accept Malaysia's Benayoun apology (AFP)

HONG KONG (AFP) ? Chelsea have accepted an apology from the Football Association of Malaysia over anti-Semitic abuse that targeted Israeli midfielder Yossi Benayoun during a pre-season match.

The London club had lodged an official complaint after Benayoun was barracked during a game in Kuala Lumpur on July 21, the first leg of Chelsea's Asian tour.

Chelsea initially played down the incident but went ahead with its complaint after reviewing the game. The club, which has since played games in Bangkok and Hong Kong without incident, said it is now happy to move on.

"We appreciate the prompt attention the Malaysian FA has given our complaint," it said in a statement.

"Chelsea Football Club is committed to eradicating all discriminatory behaviour from the game, and urges the MFA to take appropriate steps to stamp out this type of behaviour in future.

"The club and Yossi accept the apology, and the matter is now closed."

The Malaysian FA on Friday released a qualified apology to Chelsea and the player for conduct it said came from a small disruptive section of fans.

"The FA of Malaysia would like to strongly register that we do not condone any form of racism in football," it said.

"If such an incident did happen, we would like to apologise to the player concerned, and also to Chelsea FC."

The midfielder was booed and jeered whenever he touched the ball in during the 1-0 win against a Malaysia XI in the capital.

Benayoun was the first Israeli to play in Malaysia, which strongly supports the Palestinians and does not recognise Israel, maintaining no diplomatic ties with the country. Some 60 percent of Malaysia's population is Muslim.

Hollywood wins UK piracy victory against BT (Reuters)

LONDON (Reuters) ? Major Hollywood studios won a test case against Britain's largest internet provider in the High Court on Thursday in their fight against online piracy, the Press Association reported.

The judge said he would impose an order to restrict BT customers' access to a site that aggregates pirated material following the legal action taken by the Motion Picture Association of America.

The victory for studios including Paramount Pictures and Disney Enterprises is believed to be the first case in the UK in which an internet provider has been forced to block access to a website under the 1988 Copyright, Design and Patents Act.

"I will make an order substantially in the form sought by the studios," Mr Justice Arnold said.

The piracy website Newzbin2 has around 700,000 members who pay to download content from the site, which appears to have a large UK base, asking members to pay in pounds sterling.

Around 70 percent of the content available on Newzbin2 is television programs and films.

"Today's result is an important victory in the battle against a commercial pirate site which refused to operate within the law," said Lord Puttnam, president of the Film Distributors' Association.

Simon Milner, director of group industry policy at BT told Reuters the company thinks the ruling is "helpful" and is not going to appeal against the decision.

He said that following the judgment, BT must now look at how the operation to cut off access to the Newzbin2 website would function but could not provide details of this immediately.

Milner added that more ,similar cases could follow after the order is imposed on BT.

BT said in a statement: "This is a helpful judgment, which provides clarity on this complex issue. It clearly shows that rights holders need to prove their claims and convince a judge to make a court order."

The company added that it will return to court after the summer to explain what kind of order it believes will be appropriate.

Chris Marcich, president and managing director of the Motion Picture Association (EMEA) said: "This court action was never an attack on ISPs but we do need their cooperation to deal with the Newzbin site which continually tries to evade the law and judicial sanction."

GDP data set to show economic slowdown (AFP)

LONDON (AFP) ? Official data due Tuesday is set to show that the country's economy witnessed a sharp slowdown in the second quarter due to weak real income, high prices and austerity measures, analysts said.

The Office for National Statistics will publish its first estimate for gross domestic product (GDP) for the April-June period at 0830 GMT.

Many analysts expect weak growth of around 0.1-0.2 percent in the second quarter compared with the previous three months, while some predict that GDP may even hit reverse gear.

The economy grew by 0.5 percent in the first quarter -- but that only offset a similarly-sized fall in the last three months of 2010, leaving activity broadly flat over the six month period and sparking fears of a double-dip recession.

The country has been hit hard by the coalition government's painful public spending cuts and taxation hikes, and amid rising debt tensions in the eurozone, a key trading partner.

Charles Diebel, head of market strategy at Lloyds Bank Corporate Markets, said the economy has been dented by the large "debt burden on households (and) weak real income ... but mostly it's austerity measures".

Britain pulled out of a record-length recession in late 2009 but the recovery has faltered amid high inflation and tax hikes introduced by the coalition government that won power last year.

Economic activity was also hampered as consumers tightened their belts, major businesses slashed jobs and the manufacturing sector struggled to make headway.

"The main factor behind a low GDP figure is likely to remain squarely with the UK consumer who continues to struggle against the competing demands of paying the bills, rising prices, and any discretionary spending which is required to boost the UK economy," said CMC Markets analyst Michael Hewson.

"Given that the UK economy is still largely 70-percent services-orientated, it will continue to remain pushed and pulled to the whims of rising prices and consumer sentiment."

GOVERNMENT will undertake a comprehensive reform on tax policy to ease the tax burden on personal income taxpayers.

Currently, the first K800, 000 is exempt from Pay-As-You-Earn (PAYE).

Minister of Finance and National Planning Situmbeko Musokotwane assured the International Monetary Fund (IMF) that the 2011 fiscal policy will focus on creating space to facilitate spending on infrastructure and the social sector.

Dr Musokotwane said this in a Letter of Intent to the IMF dated June 3, 2011.

He said Government will continue to improve the performance of revenues by drawing on technical assistance from the co-operating partners and also conclude the auditing of the mining sector.

?In the medium term, the focus will remain on undertaking a comprehensive reform of the tax policy and administration to improve the performance of customs and excise taxes, to ease the revenue burden on personal income taxpayers,? he said.

Dr Musokotwane said domestic revenues are projected at 19.3 percent of gross domestic product (GDP) on account of strong economic growth and improved metal prices.

He said macroeconomic objectives in 2011 are to sustain the high levels of growth in the economy, lower inflation and strengthen the economy against external shocks by building up gross international reserves.

He said the increase in revenue will be driven by growth in income taxes, from 9.4 percent in 2010 to 10.1 percent of GDP on account of collections of mining taxes, including tax arrears.

Real GDP growth in 2011 has been revised upwards to 6.8 percent from an earlier projection of 6.4 percent driven by the mining, construction and transport, storage and communication sectors.

He said inflation is projected to close the year at seven percent while gross international reserves are projected to rise to at least US$2.4 billion, or 3.4 months of prospective imports.

He pointed out that recent development in both the global and domestic economy present downside risks.

?If oil prices remain high or continue rising, this has the potential to drive up inflationary pressures in oil importing countries and slow global growth.

On the domestic front, the recovery in private sector credit, from the sharp contraction during the global financial crisis, needs to remain consistent with underlying demand in the economy to avoid fuelling inflationary pressures,? he said.

Dr Musokotwane said expenditures are projected at 24.1 percent of GDP with 3.4 percent financed using foreign grants and loans.

He said wages will decline slightly to 7.9 percent of GDP from 8.1 percent while domestically financed expenditures or the social sectors and infrastructure development in the transport sector will increase to 50 percent of the budget compared to 35.7 percent in 2010.

He said the budget outlay for maize purchases will be K653 billion, a reduction of 46 percent in 2011 (about 0.6 percent of GDP) compared to 2010.

The overall fiscal deficit (including grants) has been projected to decrease to 2.9 percent of GDP from 3.1 percent recorded in 2010.

Dr Musokotwane said domestic financing will be limited at 1.3 percent of GDP, which is 1.5 percentage points below the outturn in 2010.

And Government intends to issue its sovereign bond in the second half of this year.

Dr Musokotwane said the bond issue will be used on infrastructure development, in particular roads and power projects.

?In this context, the government will carefully consider maturity and exchange rate risks, and the debt sustainability and cashflow implications,? he said.

Zambia was in March this year assigned a sovereign credit rating of B+ by Fitch and Standard and Poor?s Ratings.

Dr Musokotwane said Government intends to take appropriate measures for a successful bond issue, which include the procurement of legal and financial advisors, the use of collective action clauses and will consider phased issuance.
